The short answer: if tax-refund goods are inside checked baggage, tell the airline agent before the bag disappears. Checked-baggage sequence step by step
1. Check in, but tell the agent about the goods
At the airline counter, say that the suitcase contains Korea tourist tax-refund items. Receive the boarding pass and baggage tag. Follow the agent’s instruction so the bag remains available for the departure-hall refund and possible customs check.

2. Scan the passport and refund document
Use the tax-refund kiosk in the departure hall before security. Scan the passport and the refund voucher or purchase confirmation as instructed. Read the result for every receipt; one transaction may require inspection while another is approved automatically.
3. If selected, go to customs with the bag
Present the passport, refund proof and purchased goods. Korea Customs Service says goods for export confirmation must be unopened and unused. Do not remove packaging simply to make the suitcase smaller before this check.
4. Send the cleared bag
After customs clearance, Incheon Airport directs travelers to the large-baggage conveyor beside the customs desk. Follow the current staff and signage; terminal construction and airline handling can change the exact walking path.
5. Go through security and receive the refund
After the export approval is recorded, continue through security and immigration. Use the refund counter or kiosk serving the provider and method on your voucher. Keep the passport and voucher until the payment is complete.

If the kiosk says no inspection is needed
Follow the on-screen and staff instruction for completing baggage handoff. Do not assume that “no inspection” means “no remaining refund step”; you may still need to receive the refund after security or confirm a card or mobile payment method.
If the kiosk or receipt does not scan
- Check that you are using the tax-refund voucher rather than only the card receipt.
- Confirm the passport belongs to the purchaser recorded by the store.
- Try the provider or airport help desk shown on the voucher.
- Keep the goods and baggage with you until staff resolves the export-check requirement.
- If the staffed desk is closed, ask about the available kiosk, mailbox or provider-card method.
Do not abandon your suitcase or leave it blocking the kiosk area while seeking help.
How early should you arrive?
There is no universal extra-time promise because airline check-in, security and tax-refund queues change by day and terminal. Add a meaningful buffer beyond your airline’s normal check-in recommendation when you have multiple vouchers, high-value goods, checked refund items or a departure near staffed-counter closing time.
